New Delhi: All district magistrates and directors/medical superintendents of the Delhi government hospitals have been directed by the state commissioner for persons with disabilities to make hospitals fully accessible for PwDs.
They have also been directed to submit an action-taken report to the commissioner within 90 days since the issue of the order on Jan 24 on a petition filed by Dr Satendra Singh, director and professor of physiology, University College of Medical Sciences (UCMS) and Guru Teg Bahadur Hospital, highlighting the inaccessibility on hospital premises.
Dr Singh stated that despite the progressive legal mandate, the Delhi government hospitals were not yet accessible to PwDs. While Maulana Azad Medical College’s auditorium and library are not accessible, the reserved parking is not close to the entrance, he pointed out, adding that BSA Hospital’s academic block didn’t have a lift despite being a new structure.
The petitioner stated that the Union health ministry had released accessibility standards for healthcare in 2022, but the hospitals were slow to implement them.
According to the petition, the standards regarding the barrier-free entries and exits of hospitals and barrier-free accessibility for persons with disability were passed on June 30, 2022, but the outcome is not satisfactory.
Considering the submissions, state commissioner Ranjan Mukherjee ordered that all directors/medical superintendents of hospitals were directed that every department/lab/other rooms/drinking water/toilets were made accessible for PwDs.
The engineer-in-chief of the Public Works Department should direct all PWD executive engineers that all efforts be made with the hospital authorities to make every place of a hospital accessible, the order stated.
Meanwhile, the principal UCMS and enabling unit inaugurated a stairlift for medical students, staff and faculty with disabilities on Monday.
