NEW DELHI: Delhi assembly on Monday passed the Rs 78,800-crore budget for 2023-24 with a voice vote.
Concluding the debate on budget proposals in the House, CM Arvind Kejriwal said AAP government had allocated Rs 21,817 crore for capital expenditure to push infrastructure projects. The Delhi model of governance was based on zero tolerance to corruption and what his government accomplished in eight years could not be achieved by other parties in 65 years, he added.
Kejriwal also listed development works since 2015 and gave a detailed plan of schemes and projects to be executed in the next two years. When he mentioned the increase in the number of buses, BJP MLAs interjected, saying it was the Modi-led central government which provided electric buses to Delhi.
Kejriwal retorted that the universe came into being only after 2014: “The sun and the moon are there because of you. It’s all because of you.”
The CM began his address by saying a lot had been done for children’s education. When AAP MLAs said something should be done for educating elders too, he laughed it off, saying, “I will tell Atishi to do something for adult literacy.”
Kejriwal said his government had expanded the Metro network, purchased public buses, connected unauthorised colonies with sewer and water pipelines, and improved air quality. He said a senior executive of a big organisation recently told him Delhi had become the most liveable city in India.
“Delhi was earlier known for CWG and CNG scams, but now it’s known for excellent schools and hospitals,” he said.
“Delhi model is a zero-corruption model. Delhi has the least inflation in the country. Delhi model is arranging world-class health, transport, 24×7 electricity and water supplies and creating a clean and modern city. It’s a model of all, including Hindus, Muslims, all castes, men and women. In 75 years, people have not seen such a model,” Kejriwal said.
He said despite providing free electricity and water, the government was presenting a budget that didn’t have debts.
Comparing his government’s accomplishments to other parties, Kejriwal said, “The work carried out in the past eight years is much more than what has been done since Independence.”
He said while 193km of Metro line and 143 stations were constructed between 1998 and 2015, the Metro’s length touched 390km and 286 stations came up during AAP’s tenure.
Talking to reporters later, Kejriwal said the leadership needed to be well educated. “The PM has said several times he did not go to college. Administration has become so complicated that if you are uneducated or less educated, it becomes difficult to run the government,” he said, adding, “Many foreign leaders come and nobody knows what files they get signed by him.”
