New Delhi: AAP-led Municipal Corporation of Delhi (MCD) is expected to almost double allocation for waste management through cut motions, although the discussion for finalising the budget for 2024-25 will start on Monday.
Allocation for the construction of roads is likely to be Rs 1,000 crore and Rs 461 crore is likely to be the outlay for payment of dues to contractors through cut motions.
According to sources, cut motions were submitted by AAP leaders to the municipal secretary office on Thursday and these will be presented in the House on Feb 8, when leader of house and AAP councillor Mukesh Goyal will present the budget. Considering the party has majority in the MCD House, chances of approval of the cut motions are high.
“Usually, the commissioner presents the budget and allocated funds under different heads on the basis of the budget available to the MCD. However, the members or councillors can move motions to increase or decrease fund allocation under any head. These motions are presented in the House for approval. If approved, these are implemented in the budget,” an official said.
The cut motion submitted by AAP include allocation of Rs 1,060 crore in comparison to Rs 660 crore allocated in last year’s budget (2023-24) for solid waste management.
“Likewise, the cut motion also included a payment of Rs 451 crore for contractors’ dues so that they can increase their resources. For better garbage management, the cut motion has suggested an increase in the budget for better door-to-door collection in all areas. The earlier agreement in this regard was done in 2016,” a source said.
To improve the condition of internal roads falling in the authority of MCD, a cut motion for allocation of a fund of Rs 1,000 crore has been submitted by AAP. “The proposal suggests introducing the HAM, or hybrid annuity model, for laying roads with a life expectancy of 10 years. The concessionaires implementing the project will be responsible for their maintenance for the next 10 years,” the source said.
BJP councillors and leader of opposition Raja Iqbal Singh also submitted cut motions related to allocation of Rs 2 crore to councillors for area development, improving equipment and health care services in the hospitals as well as development of parks.
